Background
This workshop is part of the public process to update the AB 32
Scoping Plan to reflect Governor's Executive Order B-30-15 and
Senate Bill 32, which establish a mid-term greenhouse gas (GHG)
emissions reduction target for California of 40 percent below
1990 levels by 2030. All State agencies with jurisdiction over
sources of GHG emissions were directed to implement measures to
achieve reductions of GHG emissions to meet the 2030 and 2050
targets. ARB was directed to update the AB 32 Scoping Plan. ARB

regulations, incentives, and supporting actions needed to
continue driving down emissions and ensure we are on a trajectory
to meet our mid- and long-term climate goals.

arbcombo -- Grant Solicitation for HVIP and Low NOx Engine Incentives for FY 2016-17
The California Air Resources Board (ARB or the Board) is pleased
to announce its grant solicitation for an administrator to
implement the Hybrid Truck and Bus Voucher Incentive Project
(HVIP), and Low NOx Engine Incentives administered through HVIP
for Fiscal Year (FY) 2016-17. The solicitation includes the
option for new Grant Agreements for each of the following two
fiscal years:
• FY 2017-18
• FY 2018-19
The current funding available for FY 2016-17 is $13 million for
HVIP and $23 million for Low NOx Engine Incentives for a total of
$36 million.
HVIP is intended to encourage and accelerate the deployment of
new hybrid and zero-emission trucks and buses in California.
HVIP provides vouchers for California purchasers and lessees of
up to $95,000 for zero-emission trucks and buses, and up to
$30,000 for eligible hybrid trucks, and buses on a first-come,
first-served basis. In addition, HVIP provides increased
incentives for fleets located in or serving disadvantaged
communities. These fleets qualify for vouchers up to $110,000
for zero-emission trucks and buses.
ARB's optional low NOx standards allow manufacturers the ability
to certify heavy-duty vehicle engines to NOx emission levels that
are up to 90 percent lower than today's mandatory diesel emission
standards. Incentivizing deployment of these engines coupled
with renewable fuels is an important strategy for achieving
greenhouse gas and criteria pollutant emission reductions in the
heavy-duty sector. Implemented through HVIP, the low NOx engine
incentive project is intended to fund the incremental cost of a
heavy-duty vehicle engine above the purchase and installation
costs of a conventional heavy-duty vehicle engine with the same
fuel type and other characteristics. A maximum of $25,000 per
engine incentive is available for the certified 8.9 liter natural
gas engine that utilizes 100 percent renewable fuel, enforceable
by a three year renewable fuel contract.

California will need high volumes of alternative low carbon fuels
to be able to meet its climate change goals. In order to support
these goals, this study investigated the technological and
commercial feasibility of producing large quantities of renewable
natural gas fuels for use in California. The study's results
indicate that there are substantial sources of RNG in California
that are commercially competitive with existing fossil fuel-based
transportation fuels because carbon externalities are taken into
consideration in the California market through existing programs
such as the Low Carbon Fuel Standard (LCFS) and the U.S.

The Air Resources Board (ARB) released the Revised Draft
Short-Live Climate Pollutant Reduction Strategy (Revised Draft
Strategy) and the Revised Draft Environmental Analysis (Revised
Draft EA) for public review on November 28, 2016. On the dates

arbcombo -- Air Resources Board's Fiscal Year 2016-17 Solicitations - Request for Distribution List Sign-Up
Topic Sentence: The Air Resources Board is pleased to invite you
to participate in work group meetings to discuss ongoing project
implementation and development of competitive solicitations for
new projects approved in the Fiscal Year 2016-17 Low Carbon
Transportation Investments and Air Quality Improvement Program.
These projects provide funding to support cleaner vehicles and
equipment that reduce greenhouse gas emissions and criteria
pollutants, with an emphasis on providing benefits to
disadvantaged communities. Funding for Low Carbon Transportation
comes from California Climate Investments, made possible by

ARB would spend $500 million in proposed Low Carbon
Transportation and Fuels funding from the Greenhouse Gas
Reduction Fund and $28.6 million for Air Quality Improvement
Program (AQIP). At the time of the Board's action, the
Legislature had appropriated AQIP funds to ARB as part of the
Budget Act of 2016 but had deferred action on the $500 million in
Low Carbon Transportation and Fuels funding. On August 31, 2016,
the Legislature appropriated $363 million to ARB for Low Carbon
Transportation projects and provided direction on how these funds
are used. The Legislature also approved an associated budget
trailer bill which directs ARB to make changes to the Clean
Vehicle Rebate Project. At the October 20, 2016 Board meeting,
the Board approved modifications to the FY 2016-17 Funding Plan
to address the smaller budget appropriation and additional
direction from the Legislature.
Cap-and-Trade auction proceeds provide funding for ARB's advanced
technology, clean transportation incentive programs, expanding
the types of projects ARB has funded through AQIP. These
investments accelerate the transition to low carbon freight and
passenger transportation, supporting the Governor's climate
change strategy pillar of a 50 percent reduction in petroleum use
in vehicles by 2030 and the Administration's goal to deploy 1.5
million zero emission vehicles in California by 2025.
AQIP is a voluntary, mobile source incentive program that focuses
on reducing criteria pollutant and diesel particulate emissions
with concurrent reductions in greenhouse gas emissions. AQIP has
an annual budget of about $25 million. ARB focuses AQIP
investments on technology advancing projects that support
California's long-term air quality and climate change goals in
addition to providing immediate emission benefits. In recent
years, the majority of AQIP funds have gone towards the Truck
Loan Assistance Program which helps small business truckers to
secure financing for newer trucks or diesel exhaust retrofits in
advance of compliance deadlines for ARB's in-use truck and bus
regulation.

arbcombo -- Volkswagen Consent Decree ZEV Investment Commitment workshop notice now available
The Air Resources Board (ARB) invites you to participate in a
public workshop on Friday, December 2, 2016, to provide
suggestions for Volkswagen's (VW) $800 million 10-year zero
emission vehicle (ZEV) Investment Commitment in California. The
ZEV Investment Commitment is a component of California's partial
settlement with VW resulting from VW's use of illegal defeat
devices in 2.0 liter (2.0L) diesel cars that were sold into the
State from model years 2009 to 2015.
During the workshop, staff will discuss: (1) four areas of
qualified investments: ZEV infrastructure, public awareness,
increasing ZEV access, and green city projects; (2) ARB's draft
guiding principles and recommended priorities for the first ZEV
Investment Plan; and (3) the process and timeline associated with
development, review, and approval of the first investment plan.
After that discussion, members of the public will be invited to
provide comments related to the ZEV Investment. These comments
will inform ARB's development of a guidance document
communicating California's priorities and guiding principles for
ZEV investments to VW to aid them in drafting their ZEV
Investment Plan.
The workshop will be held at the following date, time, and
