BY NOTICE dated August, 17, 2015, the Air Resources Board (the
Board or ARB) announced it would conduct a workgroup meeting for
In-Use Heavy Duty Vehicle Data Monitoring, Collection, and
Analysis Contract. The meeting was scheduled for Friday, August
28, 2015, at 10:30 a.m. in Sacramento, California.
PLEASE BE ADVISED that the Second Workgroup Meeting for In-Use
Heavy Duty Vehicle Data Monitoring, Collection, and Analysis
Contract has been POSTPONED. A new meeting date has not been
scheduled at this time.

the Air Quality Improvement Program (AQIP) and the Low Carbon
Transportation Greenhouse Gas Reduction Fund (GGRF) Investments.
The scope of work for this contract will cover data monitoring,
collection, and analysis of the Heavy-Duty Pilot Projects and the
Advanced Technology Freight Demonstration Projects funded under
the grant from Fiscal Year (FY) 2014-15.

Background:
In June 2014, ARB approved the FY 2014-15 Funding Plan for the
AQIP and Low Carbon Transportation GGRF Investments, providing up
to $25 million for Heavy-Duty Pilot Projects, and up to $50
million for Advanced Technology Freight Demonstration Projects.
ARB released two grant proposal solicitations for Advanced
Technology Freight Demonstration Projects, including
Zero-Emission Drayage Trucks and Multi-Source Facility Projects,
on June 23, 2015, and will release a proposal solicitation for
Zero-Emission Truck and Bus Pilot Commercial Deployment Projects
in fall 2015.
The scope of work for this contract will cover data monitoring,
collection, and analysis of the projects in the above described
categories funded under the grant from FY 2014-15. The
contractor is required to collect and monitor vehicle and
facility data, if applicable, such as vehicle/equipment
specification, performance, operating and maintenance (O&M) data
for vehicles and facilities, and capital and O&M costs for
vehicles and facilities. In addition to data collection and
monitoring, the contractor is required to analyze the data, to
compare the data of the advanced technology vehicles with the
data of baseline vehicles, and to evaluate and to project the
technology readiness for commercialization. This is an open,
competitive bidding process.

public workshops to provide input on the Draft Concept Paper for
the Cap-and-Trade Auction Proceeds Second Investment Plan and

year Investment Plan to the Legislature which identifies priority

environmental benefits. Currently, the Second Investment Plan is
being developed by the Administration, and will cover Fiscal
Years 2016-17 through 2018-19. The Draft Concept Paper for the
Second Investment Plan presents preliminary high level ideas and
draft funding priorities for public discussion.
The Draft Concept Paper for the Second Investment Plan is posted
at: http://www.arb.ca.gov/investmentplan. At the series of
public workshops, the Administration will introduce and discuss
the Draft Concept Paper. Written comments are due September 1,
2015. Public feedback received at the workshops and in writing
will inform the preparation of a Draft Second Investment Plan,
which will be presented at a second series of workshops and a
public hearing later this year. The Final Second Investment Plan
is due from the Department of Finance to the Legislature in
January 2016.
FUNDING GUIDELINES:
Each year, the Governor and Legislature determine which State
agencies and programs will receive appropriations from the
Greenhouse Gas Reduction Fund to invest in projects that reduce
greenhouse gases, consistent with the three year Investment Plan.
State law requires the Air Resources Board to develop guidance
for all State agencies that receive appropriations, including
guidance on reporting, quantification methods, and maximizing
benefits to disadvantaged communities. To comply with this law,
the Air Resources Board is developing Funding Guidelines to help
these agencies use their appropriations in a way that reduces
greenhouse gases, furthers the purposes of Assembly Bill 32,
maximizes benefits to disadvantaged communities, and meets the
other statutory requirements.
