Air Resources Board (ARB) staff has posted a notice inviting
stakeholders to attend a Symposium on California's Development of
its Phase 2 Greenhouse Gas Emission Standards for On-Road
Heavy-Duty Vehicles. The symposium presentations will be posted
prior to April 22, 2015
The symposium will be held at the following time and place:

Background: ARB staff is working jointly with the staff of the
U.S. Environmental Protection Agency (U.S. EPA) and the National
Highway Traffic Safety Administration (NHTSA) on the next phase
of greenhouse gas emission standards for medium- and heavy-duty
vehicles, referred to as Phase 2. These standards are expected
to build on the improvements in engine and vehicle efficiency
required by the Phase 1 greenhouse gas emission standards, and
provide a significant opportunity to achieve further greenhouse
gas reductions for 2018 and later model-year heavy-duty vehicles,
including trailers.
U.S. EPA and NHTSA are planning to issue a Notice of Proposed
Rulemaking for the Phase 2 standards in the spring of 2015 and a
final rule in the spring of 2016. Upon federal adoption of the
Phase 2 standards, ARB staff plans to present a proposed
California Phase 2 program to the Board, most likely in late 2016
or 2017.

Air movement can cool a person indoors in a similar manner as
lowering the temperature, but needs only a tiny fraction of the
energy. New fans of 1-8 watts producing 0.6 to 1 m/s (1.5 to 2
mph) air movement near each of a building's occupants can offset
a 6ºF (3K) increase in indoor air temperature, while actually
improving the occupant's comfort and perceived air quality.
Increasing the indoor temperature reduces a building's total HVAC
(heating, ventilating, and air conditioning) energy about 5% per
degree F, or 10% per degree C, and even more in climate zones
where the indoor temperature allows natural ventilation or
evaporative cooling systems to be used instead of
compressor-based cooling. Across US climates, air movement
permits year-round HVAC energy reductions averaging 1000 watts
per occupant. The energy reductions possible from improved fan
use exceeds that of many other current technological improvement
to buildings. The opportunities for new design approaches and new
fan products are considerable.

arbcombo -- California April 1, 2015 Allowance Price Containment Reserve Sale
As of the bid guarantee submittal deadline of March 20, 2015, no
covered entities or opt-in covered entities had indicated an
intent to bid and provided a bid guarantee for the April 1, 2015,
greenhouse gas (GHG) allowance reserve sale (April 2015 Reserve
Sale). Therefore, the Air Resources Board (ARB) will not be
holding the April 2015 Reserve Sale.
The next Reserve Sale is scheduled for June 30, 2015. A Reserve
Sale Notice will be posted approximately 30 days prior to the
scheduled date. The number of APCR allowances potentially
available and the tier prices in effect during 2015 are provided
in the 2015 Annual Allowance Price Containment Reserve Notice
available on the ARB Auction Information webpage at
www.arb.ca.gov/auction.
Please note that ARB will no longer be issuing list serve notices
when a determination is made that a reserve sale will not be
held. If there are no qualified applicants or qualified bidders
for any scheduled reserve sale, that reserve sale will not be

16 would appropriate $200 million from the Greenhouse Gas
Reduction Fund to ARB for Low Carbon Transportation projects to
reduce greenhouse gas emissions with an emphasis on low carbon
freight and passenger transportation investments that benefit
disadvantaged communities.

Biomass contributes more than 5,700 Gigawatt-hour to California's
in-state renewable power, approximately 19% of in-state renewable
power, and 2% of full California power mix. Current operating
biopower capacity is about 900 Megawatt (MW), including
approximately 550 MW of woody biomass solid fuel combustion, 280
MW of landfill gas-to-energy and 75 MW from wastewater treatment
biogas. It is estimated that there is sufficient in-state
'technically' recoverable biomass to support another 2,800 MW of
capacity or 21 Terawatt-hour of electricity. While most biomass
energy is derived from woody material (including urban wood
waste, and forest product and agricultural residues), there is a
growing interest in using municipal solid waste, food processing
waste, animal manure, and wastewater (co-digestion at wastewater
treatment facilities) to generate electricity and renewable
fuels. Increasing production of bioenergy contributes to energy
sustainability while reducing greenhouse gas (GHG) emissions, and
also could help reduce criteria pollutant emissions. For more go

The Air Resources Board (ARB or Board) invites you to participate
in the third public workshop to discuss the development of the
Fiscal Year (FY) 2015-16 Funding Plan for the Air Quality
Improvement Program (AQIP) and Low Carbon Transportation
Investments. ARB staff will seek input on draft funding
allocations, project categories, and project criteria for these
programs as well as recently signed legislation affecting program
implementation.

Background: AQIP is a voluntary mobile source incentive program
administered by ARB. ARB focuses AQIP investments on technology
advancing projects that support California's long-term air
quality and climate change goals in addition to providing
immediate emission benefits. Each year, the Board approves the
AQIP Funding Plan, which serves as the blueprint for expending
AQIP funds. The Governor's proposed FY 2015-16 Budget includes a
$23 million allocation for AQIP projects.
Cap-and-Trade auction proceeds provide an additional funding
source for ARB's advanced technology clean transportation
incentive programs, expanding the types of projects ARB has
funded through AQIP. The FY 2014-15 State budget appropriated
$200 million to ARB for Low Carbon Transportation projects to
reduce greenhouse gas emissions with an emphasis on low carbon
freight and passenger transportation investments that benefit
disadvantaged communities. These investments are being
implemented through the administrative framework established by
AQIP. The Governor's proposed FY 2015-16 Budget includes a $200
million allocation for ARB for Low Carbon Transportation to
continue ARB's investments from the FY 2014-15 funding cycle.

Fiscal Year (FY) 2015-16 Funding Plan for the Air Quality
Improvement Program (AQIP) and Low Carbon Transportation
Investments. ARB staff will seek input on draft funding
allocations, project categories, and project criteria for these
programs as well as recently signed legislation affecting program
implementation.

Background: AQIP is a voluntary mobile source incentive program
administered by ARB. ARB focuses AQIP investments on technology
advancing projects that support California's long-term air
quality and climate change goals in addition to providing
immediate emission benefits. Each year, the Board approves the
AQIP Funding Plan, which serves as the blueprint for expending
AQIP funds. The Governor's proposed FY 2015-16 Budget includes a
$23 million allocation for AQIP projects.
Cap-and-Trade auction proceeds provide an additional funding
source for ARB's advanced technology clean transportation
incentive programs, expanding the types of projects ARB has
funded through AQIP. The FY 2014-15 State budget appropriated
$200 million to ARB for Low Carbon Transportation projects to
reduce greenhouse gas emissions with an emphasis on low carbon
freight and passenger transportation investments that benefit
disadvantaged communities. These investments are being
implemented through the administrative framework established by
AQIP. The Governor's proposed FY 2015-16 Budget includes a $200
million allocation for ARB for Low Carbon Transportation to
continue ARB's investments from the FY 2014-15 funding cycle.

containers (10 to 22 ounces) of automotive refrigerant? . If so,
